Delinquent Child Support Reporting Module

California

For clients that use the Premier platform and operate in the State of California, Fiserv has developed a module to report all open deposit accounts to the California Franchise Tax Board, the state agency responsible for collecting delinquent child support payments. Accounts are reported using the "All Accounts Method" or the "Matched Accounts Method" in the format required by the California Franchise Tax Board.

Account information is reported via magnetic media. The data provided includes customer names, addresses, tax identification numbers and other account information, as required by the California Franchise Tax Board and the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (Welfare Reform).

Federal Multi-State Matching

For clients that use the Premier platform and operate in two or more states, Fiserv has developed the Federal Multi-State Delinquent Child Support Module. The federal Multistate Financial Institution Data Match program reports open deposit accounts to the Federal Office of Child Support Enforcement (OCSE), instead of reporting them to each state agency. The OCSE, through the Federal Parent Locator Service, processes the data and returns the information to the appropriate state agency responsible for collecting delinquent child support payments.

According to current regulations, any financial institution that operates in two or more states and  maintains accounts for its customers is eligible to participate in the OCSE data match program. Contact the Office of Child Support Enforcement hotline at 410-277-9312 for verification of eligibility and to request an election form.

The OCSE periodically sends a file of tax identification numbers to each eligible institution for processing. The Delinquent Child Support Module then uses the "Matched Accounts Method"
to compare the tax identification numbers to the customers in the account database. Information
is then extracted from the accounts that match and a file is created to send to the OCSE for
processing. The data provided to the OCSE includes customer names, addresses, tax identification numbers and other account information required by the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (Welfare Reform). Florida

Accounts are reported using the "All Accounts Method" or the "Matched Accounts Method" in the format required by the Florida Department of Revenue, Child Support Enforcement Program.

The data provided includes customer names, addresses, tax identification numbers and other account information, depending on the Florida Department of Revenue, Child Support Enforcement Program requirements and the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (Welfare Reform).

Tier Technologies

Fiserv has developed a module for clients that use the Premier platform and contract with Tier Technologies to report open deposit accounts to the state agency responsible for collecting delinquent child support payments. Tier Technologies provides processing for clients in Alaska, Colorado, Illinois, Indiana, Maine, Maryland, Michigan, Montana, Nebraska, Nevada, North Dakota, Ohio, Texas, Washington, D.C., and Wisconsin. Accounts are reported using the "All Accounts Method" or the "Matched Accounts Method," depending on the method required by your state.

Account information is reported via magnetic media. The data provided includes customer
names, addresses, tax identification numbers and other account information, as specified by
Tier Technologies requirements and the 1996 Personal Responsibility and Work Opportunity Reconciliation Act. (Welfare Reform).

TransFirst, Inc.

Fiserv has developed a module for clients that operate on the Premier platform and contract with TransFirst, Inc. to report open deposit accounts to the state agency responsible for collecting delinquent child support payments. TransFirst provides processing for clients in Alabama, Arkansas, Delaware, Georgia, Kentucky, Louisiana, New Mexico, North Carolina, Oklahoma, South Carolina, South Dakota, Tennessee, Virginia and West Virginia.

TransFirst periodically sends a file of tax identification numbers to your institution for processing. The Delinquent Child Support Module then uses the "Matched Accounts Method" to compare the tax identification numbers to the customers in your account database. Information is then extracted from matched accounts and sent to TransFirst for processing. TransFirst then sends the information to the appropriate state agencies.

Account information is reported on the magnetic tape provided by TransFirst. The data provided includes customer names, addresses, tax identification numbers and other account information
as required by the state agency and the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (Welfare Reform).
